Proposed Changes

To support continued development of Eastern Rangiora the Council are proposing changes to the level of development contributions required in this area.

Development contributions are the charges that developers pay to the Council when they develop or subdivide land. They contribute to community infrastructure like reserves, network infrastructure, water, sewer, drainage and roads that are required to service growth.

The area from Kippenberger Avenue North through to Coldstream Road and across to Golf Links Road has been identified as an area for future residential growth in the District Development Strategy.

Changes will only affect people who choose to subdivide in this defined area.

This increase in funding will be used specifically to build roads in the subdivision and connect it to the existing network. Planned work includes:

  • A north/south road with a shared path from Kippenberger Avenue through to Coldstream Road
  • A roundabout at Kippenberger Avenue and McPhail Avenue
  • A shared pathway along the east/west collector road within the development.

The Council is proposing these changes as they support future growth in the District, will provide the level of service required in this subdivision and benefit those in the area and beyond.

The roads will also provide a connection to a proposed Eastern Link Road ensuring good linkage north to Coldstream Road. The proposal also sees small increases to District wide rates starting in 2022/23.

Drop in session

If you want more information you can pop in and talk to one of the team at a drop in session in the Function Room at Rangiora Town Hall on Thursday 5 August from 6pm-7.30pm.

Public hearings will be held during the week being 13 September 2021.
