Waimakariri District Council is supporting Mandeville Sports Club (MSC) to gather feedback on its draft Concept Development Plan.

The concept plan provides a long–term vision for the reserve, offering greater certainty for clubs regarding future growth, development opportunities, and the allocation and use of land and facilities across the site.

About MSC

Mandeville Sports Club has operated from Mandeville Domain Reserve for more than 40 years and has a lease in place with Council. The reserve accommodates a wide range of sporting and recreational groups including rugby, cricket, netball, tennis, pony club, squash, kennel club activities, lawn bowls, western riding, touch rugby, archery, and rodeo.

The Club is managed by a primarily volunteer board which is made of representatives from the various sporting codes and interested residents.

Plan summary

These plans respond to current challenges, future growth needs, and longer–term aspirations, supporting the long–term needs of the Mandeville community and providing greater certainty regarding future growth and development opportunities for each club.

Key proposed changes

Key matters addressed by the draft plan include improved connectivity of spaces, improved access, traffic flow, parking, site functionality, future growth, space for the various sporting codes, and the efficient use of the available reserve land.


Two designs are being considered by the Mandeville Sports Club Board

Consultation with stakeholders highlighted a range of operational and infrastructure challenges.

Health and safety concerns included inadequate pedestrian and car park lighting, fencing issues associated with the Western Riding Area, and the presence of buildings that require removal.

Site functionality challenges included car parking, dog walking, public toilets, way-finding, and event delivery.

Future growth projects included an additional bowling green, new bowling club clubhouse, changing facilities, two additional wickets, football fields, cricket nets, additional fully lit rugby field, and walking and cycling tracks.

The need for replacement and extension of the clubhouse was identified also.

Aspirational projects that did not fit into the categories above were identified and included two indoor courts including toilets and changing rooms, two courts with overhead tunnel house, a clubhouse with space for 40+ classroom set up, and a rebound wall for training. These projects were all in relation to netball.

Two draft Concept Development Plans have been created to address these challenges and plan for future growth projects.

Key proposed changes

(8) Bowls Club Relocation

The Bowling Club has indicated that its current facilities are at capacity and nearing the end of their usable life. The existing location is constrained by adjacent buildings, limiting expansion. The Bowling Club is proposed to be relocated to a new site within the reserve, which allows for future growth and includes provision for dedicated car parking.

(27) Bowls Club Car Parking

Existing parking would be moved and expanded.

(3) Central Car Park Expansion

The removal of the Bowling Club from its current location opens up the central area for expanded car parking. This change improves access to adjacent facilities and supports increased usage.

(5) Waimakariri Dog Training Club

The Club would remain where they are currently located.

This option would leave the Bowling Club where they are located and allows for expansion for another green next to the existing.

(7) Existing Car Park (196 Car Parks)

Remains as is.

(8) Waimakariri Dog Training Club

The Club would be relocated to accommodate the additional bowling green and additional parking would be added.

The final Plan will go for Long Term Plan funding consideration

Waimakariri District Council provides MSC with an annual operational grant to assist with the maintenance of the reserve; however, the Club relies on external funding and grant opportunities to support capital improvements and ongoing development across the Reserve.

Council has not committed any funding to the proposed development, and any associated funding would be subject to the upcoming Long Term plan process.

It will be up to the individual sporting codes to pursue funding opportunities for their proposed improvements.
