The Council is looking to use vacant land on Courtenay Drive for an elderly housing development.

This project is an expansion of the Council’s elderly housing service and aims to create 20 affordable one-bedroom homes on the northern part of the site.

One of Council’s Community Outcomes is that housing is available to match the changing needs and aspirations of our community. Our Community is getting older and there are limited housing options for elderly people on low incomes.

Our aim is to provide safe, comfortable, and supportive housing for elderly, enhancing the quality of life for our seniors while respecting the character of the neighbourhood.

We believe the homes will contribute positively to the neighbourhood by fostering a sense of community.

Any development will make sure to maintain the aesthetic and environmental integrity of the neighbourhood. The facilities are designed to blend harmoniously with the existing surroundings.

What We’re Proposing

We are considering a village-style development of 20 highly efficient single-bedroom homes in four blocks in Kaiapoi. Our goal is to provide safe, comfortable, and supportive housing for elderly people, enhancing their quality of life while respecting the character of the neighborhood.

Where is it propose to be located?

The Council assessed multiple sites across the district, and the land on Courtenay Drive best met the criteria for selection. We believe the homes will contribute positively to the neighborhood by fostering a sense of community.

Who Will Live There?

These homes will be targeted at elderly individuals on low or fixed incomes.

How is it Funded?

Funding has been secured from the Ministry of Housing and Urban Development (HUD). Additional costs will be covered by equity from the sale of some community houses and debt serviced by rental income.

How Can We Build on This Land?

The land was red-zoned because it was not economical to remediate on a section-by-section basis. However, like the community hub, this development will use a foundation system suited for the land conditions, making it possible to build small buildings on the site. This will transform an unused parcel of land into a valuable asset for the community.
