Consultation has concluded

In order to meet the needs of their students, new fencing is required around Kaiapoi North School.

The Ministry of Education and Kaiapoi North School have been working with Council to identify options to provide fencing while maintaining access to Moorcroft reserve for both the students and wider community.

We would like to know what the community thinks of these options.

Moorcroft Reserve sits adjacent to the school and is currently shared by the school (during school hours) and the community. The school is also open to the community for use out of school hours and is currently fenced on its western and eastern boundaries.

However, new regulations now state that the eastern boundary fencing needs to be replaced with 1.8m high fencing and the northern boundary also must be fenced. The full cost of these fences and gates including ongoing maintenance costs would be covered by the Ministry of Education.

We want to know your preference and any feedback you may have regarding these options for the fencing of Kaiapoi North School. This will enable the Kaiapoi Tuahiwi Community Board the ability to make a decision whether to approve fencing at the entrances to Moorcroft Reserve as per the School’s preferred option or, to require the ministry provide fencing within the school boundary.

What is being considered

Option 1: A new 1.8m high fence is installed on the Northern boundary of the school. This would separate the school and Moorcroft Reserve, enabling the wider community unimpeded access into the reserve at all times of the day however would confine the school to their school grounds — reducing access to the wider reserve to students.


Option 2: A new 1.8m high northern fence is installed at the bottom of the bund, up to the pathway entrance where a pedestrian gate would be installed. The eastern boundary of Moorcroft Reserve is also fenced, including a large vehicle gate and a smaller pedestrian gate (replacing the existing gates).

While the gates would be closed during school hours to enable students access to the reserve, community access to the reserve would be maintained (noting the need to go through gates) at all times and the school would continue to encourage use of the school grounds outside of school hours by the community. Signage would be included on the gates so people are aware they can utilise the space as a recreation reserve.
