Why are we reviewing our Community Outcomes?

Community Outcomes describe the kind of district our community wants Waimakariri to be — now and into the future. They capture our collective aspirations for the wellbeing of our people, communities, environment and economy, and help guide the work Council does on behalf of the district.

The current Community Outcomes were adopted as part of the Long Term Plan 2024–2034. As we begin developing the Long Term Plan 2027–2037, we have reviewed them to make sure they continue to reflect what matters to our community, respond to the challenges and opportunities facing our district, and provide a strong foundation for Council’s planning and decision-making over the next decade and beyond.

The review found that the current outcomes remain broadly relevant, but there is an opportunity to simplify and strengthen them so they focus clearly on the future we want for Waimakariri, rather than on particular Council services or activities.

The proposed Community Outcomes are organised around five themes:

  • People and Communities
  • Places and Living Environments
  • Environment and Climate Resilience
  • Economy, Enterprise and Innovation
  • Infrastructure and Enabling Systems

Together, these themes are intended to provide a balanced picture of community wellbeing and the things that help our district thrive. They also recognise that achieving our aspirations for Waimakariri is a shared responsibility. Council has an important role to play through leadership, planning, investment, services and infrastructure, but the future of our district is shaped by many people and organisations — including mana whenua, central government, businesses, community organisations, neighbouring councils and, most importantly, our residents and communities.

The Community Outcomes are important because they help provide the foundation for Council’s strategic planning, decision-making, activity planning, performance reporting and engagement with our community. They will also help guide the development of the next Long Term Plan and provide a longer-term direction for the district.
