• Why is Council introducing this policy?

The Council already uses CCTV and other recording devices in a range of locations. This policy creates a clear, consistent framework for how these tools are used and managed across the organisation and helps ensure Council meets its legal obligations.

• If the Council is already following the guidelines set in the Privacy Act 2020, why does it need this policy?

Yes, the Council already has measures in place to ensure it is complying with the relevant legislation when using CCTV and recording devices in public. The proposed policy brings those practices together in one clear, formal document that sets out how and why recording devices are used, and how information is managed.

Importantly, the proposed policy also improves transparency by making this information publicly available. It helps the community understand what Council is doing, why it is doing it, and what safeguards are in place to protect people’s privacy

CCTV and recording devices are used to support public and staff safety, protect Council assets, assist with regulatory enforcement, and support agencies like Police where needed.

No. Council does not actively monitor individuals. Footage is only reviewed when needed, such as after an incident or to check systems are working correctly.

The proposed policy sets clear rules for how information is collected, used, stored and shared. It is aligned with the Privacy Act 2020 to ensure personal information is only collected when necessary, kept secure, and used for the purpose it was collected for.

Cameras may be used in public spaces, Council facilities, and for specific operational purposes such as traffic monitoring or enforcement activities. Signage is used to let people know when recording is taking place.

Access is strictly controlled and limited to authorised staff. Footage may also be shared with agencies like Police where appropriate and lawful

The proposed Policy also covers livestreaming of Council meetings, recording at events, body-worn cameras used by staff, and some audio recording where required.
