Consultation has concluded

We’ve received a proposal to install one sand beach volleyball court in the North Oval at Waikuku Beach.

This project was brought to Council by a local Waikuku resident. Since then, the Waikuku Beach Reserve Spatial Activity Plan has been developed, in consultation with the community, to manage the pressure on the public space and to ensure that the community had the opportunity to raise any concerns with further development of park land.

Installing a volleyball court in the North Oval and Central Area is a supported activity under the Spatial Activity Plan, which was approved by the Community Board in February 2023.

Originally, there were three locations within the Spatial Activity Plan being considered.

These locations were beside the tennis courts in the Central Area, opposite the car park (Surf Life Saving Club end) in the Central Area, and in the North Oval.

The locations beside the tennis courts and opposite the car park were considered but ruled out due to several contributing factors. The tennis court option was ruled out as it requires increased earthworks and is close to the pond (sensitive ecological area), and there’s no room for growth to add another court in the future if needed. While the location opposite the car park is a major flood risk area.

The North Oval is better suited for the volleyball court.

What we’re proposing

We’re proposing to construct one sand beach volleyball court in the North Oval at Waikuku Beach.

This space allows room for growth, is the most risk adverse and aligns best with the space in the Waikuku Beach Reserve Spatial Activity Plan.

At this time, we’re proposing one court for the North Oval, and if in the future, the uptake of the court is popular, there is room for another court to be added.

The proposal is being funded externally through donations, community volunteer hours and fundraising for any costs required. The design and construction of the court will be overseen by Council staff.

A beach volleyball court is 16 metres by 8 meters with a total sand area of 18 metres by 25 metres to allow free space for safety. The net is 10 metres long within this space. This is the size of a social volleyball court, allowing more people to use the space. To mitigate the visual impact, the court would be dug into the ground. Constructing of the court would include digging out the ground to approximately 300 mm and inserting a wooden border. The poles for the volleyball net would be concreted into the ground within this space and sand would be filled into the wooden border. The net would be up permanently for the community to enjoy.

Council’s preferred option will allow for other amenities nearby such as a picnic table and playground or second court.

Once the court is constructed, it will become a Council asset and be maintained by Council.
