The Kaiapoi Tuahiwi Community Board are proposing to grant a licence to occupy for the historic scow, Success which is currently located to the east of the Coast Guard at Corcoran Reserve.
Background
Alwin G Heritage Trust Historic Scow Restoration
In December 2022, Kaiapoi-Tuahiwi Community Board approved a request from the Alwin G Heritage Trust to temporarily store its historic scow Success at Corcoran Reserve on Charles Street, Kaiapoi.
The Success is one of an estimated 130 scows that traded on the New Zealand coast, including with the port of Kaiapoi, up to the 1960s. Success was built in 1925 and was the last scow built in New Zealand. Today, she is one of three remaining scows in New Zealand.
The Trust envisages that, once restored, the scow will revert to its original name of Alwin G and will offer heritage experience excursions on the Kaiapoi and Waimakariri rivers for 80 to 100 passengers, including tourism, weddings, youth training and special events.
Temporary storage was granted until consultation with the Kaiapoi community could be undertaken to determine their views on the land being set aside for the Trust on a more permanent basis.
What we're proposing
The Community Board is proposing to grant a licence to occupy to The Alwin G Heritage Trust for a term of no longer than five years while the Scow is restored.
The Trust plan to complete work in situ with containers placed either side for protection and a roof overhead.
As part of the temporary storage agreement, the Trust is also subject to several conditions. These include ensuring that their use of the land does not impede others’ use and enjoyment of the wider area and any damage incurred to the reserve in any way associated with the temporary storage of the scow is the responsibility of the Alwin G Heritage Trust and will be rectified at the Trust’s expense.

Next steps
Once feedback closes on Friday 30 August 2024, staff will prepare a report for the Kaiapoi-Tuahiwi Community Board that will be considered at their following meeting. The Board will determine at that time whether to grant a licence to occupy to the Alwin G Heritage Trust.
